dc.description.abstractInnovations in aquaculture differ with respect to how much they contribute to the public good and innovations with a high public good content may not be adopted by private firms. The incentives for private R&D are therefore insufficient. Innovation policy should thus prioritize innovations with a high public good content. This is not the case in Norway today.
